Legislative Procedure for Traffic Calming Procedures under the Road Traffic Act 1994
Under the Road Traffic Act 1994 (As Amended) A road authority may, in the interest of the safety and convenience of road users, provide such traffic calming measures as they consider desirable in respect of public roads in their charge.
Notice is hereby given pursuant to Section 38 of the Road Traffic Act 1994 (As Amended) of the following scheme:
Linking the school with local estates: The footpath will provide a safe and accessible route between Farnham National School and surrounding residential areas, connecting them to Cavan Town.
Promoting active travel to Farnham National School: Encouraging children and parents to walk, cycle, or use scooters will contribute to healthier lifestyles and reduce car dependency.
Enhancing safety: Implementing traffic calming measures will make it safer for children to walk, cycle, and scoot to school.
Ensuring accessibility: The project focuses on making the environment around the school more accessible for all.
Timely and resource-efficient delivery: The project is designed to be completed efficiently within the resources available to the council.
Overall, this project will improve infrastructure, promote safety, and support healthier travel options for school children and the community in Cavan Town
The proposed scheme will consist of:
Providing footpath link to the school
Provision of 1 new pedestrian crossings
Traffic Calming Measures
Upgrade of existing drainage along the scheme.
Sections of road resurfacing and installation of new road markings where required

This scheme will be progressed under Section 38 of the Road Traffic Act, 1994. This section of the Act contains the legislation under which new traffic calming and cycling infrastructure is developed. Typical works carried out under s38 powers include road narrowing, speed cushions, footpath build outs, cycle tracks, bus corridors. Delivering these works under s38 powers does not require planning permission.

The proposed project for a footpath and traffic calming measures at Farnham National School in Cavan Town aims to significantly improve access and safety for school children and residents in the area. Key objectives include:
