Cavan County Council is seeking Expressions of Interest from landlords in relation to the inclusion of all types of properties in the Rental Accommodation Scheme (RAS).

The Rental Accommodation Scheme (RAS) is a form of social housing support operated by Local Authorities and involves a three-way relationship between a property owner, a local authority, and a tenant. Under the scheme, private rented properties provide an additional source of good quality rental accommodation for eligible tenants.

Benefits of the Rental Accommodation Scheme for landlords
There are a number of benefits for landlords once involved with RAS, such as:
- The local authority pays the full rent to the landlord for the duration of the Rental Accommodation Scheme contract.
- The landlord will still receive rental payments during any vacancy periods, where agreed and up to a maximum of 3 months.
- There will be no need to employ a rent collection service.
- Tenants are sourced on the landlord’s behalf and with the landlord's agreement, saving on advertising costs.
- Landlords who rent to tenants in receipt of RAS, may also avail of increased tax relief. Property owners may claim up to 100% relief on their mortgage interest, as an expense against rental income. Further information is also available from the Revenue Commissioners on www.revenue.ie.

- This is an expression of interest only and acceptance of this form does not signify any intent on the part of Cavan County Council to enter into an Agreement with a Landlord.
- Please note that to participate in the Scheme, all Landlords will be required at a later stage to submit proof of ownership, a valid BER Certificate and a Tax Clearance Certificate. It will also be a requirement to register the tenancy with the Residential Tenancies Board in advance of the tenancy commencing.
- All properties must comply with the Housing (Standards for Rented Houses) Regulations 2019.

It will be used for the following purposes:
- The establishment of a register of provisional interest in the RAS.
- The potential onward transfer to the Department of Housing, Local Government & Heritage, or the Housing Agency as part of any evaluation or approval process associated with the scheme.
